- What is the scope of the project?
The project will install 4.4 miles of pipeline within the community. The pipeline begins at North Moapa Valley Boulevard and Lyman Street and will end at our lift station site on Lewis Avenue, just east of Deer Street.
- How long will it take to complete the project?
It will take a little over a year of construction to install the trunk line. The project is slated to begin in December 2009.
- Why is this project important?
Our engineers worked closely with a Citizen’s Advisory Committee over several years to study the sewer needs of Moapa Valley. That group’s recommendations were approved by the Town Advisory Board and the District’s Board of Trustees that an expanded wastewater treatment facility, as well as extending the main sewer pipeline further north into Logandale would better serve the community by providing a more reliable and safe system, offer more protection of the community’s water resource, and allowing more citizens to connect to the public system.
- How is the project funded?
The project is funded by Revenue Bonds which are secured by future payments. New users of the system are charged a connection fee that will also be used to pay the bonds.
- Are there other safety concerns that the public should be aware of?
Traffic control measures will be in place along the project route. Please be sure to follow the instructions on any signage or when flaggers are in place. There will be special safety /security measures taken at Overton Park as well as the surrounding area. In the event of an emergency, the District’s staff will respond 24 hours a day to serve the community.
- What is the District doing to inform residents that this project is taking place?
The District will send out mailings to property owners and current residents as well as post updates in local newspapers. When updates are available, additional ads will be placed. The District also plans to organize neighborhood meetings to discuss the project with the residents, and will make frequent presentations to the Moapa Valley Town Advisory Board for updates on the project.
Residents will also receive updates on the progress of the project and upcoming changes in road closures and traffic restrictions. - What is the District doing to make sure children from nearby schools are safe?
The District will take any and all precautions within school zones. In areas where cross-walks are impacted, we will work with school officials for an effective solution to maintain pedestrian access around the schools. In addition, the District will provide the schools with project information to forward to parents. We will make arrangements in advance when the project reaches any school bus stops.
- Will area businesses be impacted?
While traffic impacts to area businesses may exist, the District is working diligently to lessen these impacts. Sewer service to the businesses and residents will not be impacted.
- Is the District able to suggest alternate routes?
The District will provide updates regarding traffic impacts, and when available, alternative routes will be suggested.
- Will the District provide signs warning drivers of the work?
The District is utilizing electronic reader boards, when appropriate, throughout the project to provide the latest traffic updates.
- What hours will work take place?
The first phase of the project will have work hours between 7am and 3:30pm on Moapa Valley Boulevard and 6:30 am to 3 pm in other areas. This information will also be provided in the updated mailings and on the website.
- What will the District do during events in the area?
When possible, crews will avoid working in areas where the traffic impacts will negatively impact any large events taking place. During this time, work will be halted or shifted to another area in order to minimize traffic impacts.
- Will there be a noise nuisance?
In locations adjacent to the construction zones, normal equipment and construction sounds will occur. Additionally, work will only be conducted during the daytime.
